PROVISIONAL' OPERATING LICENSE NO. DPR-45 IE BULLETIN NO. 86-03 " POTENTIAL FAILURE OR MULTIPLE ECCS PUMPS DUE TO SINGLE FAILURE OF AIR-OPERATED VALVE IN MINIMUM FLOW RECIRCULATION LINE"

Dear Mr. Keppler:

The La Crosse Boiling Water Reactor (LACBWR) has reviewed IE Bulletin NO.

86-03 regarding potential failure of multiple ECCS pumps due to single failure of air-operated valve in minimum flow recirculation line.

The LACBWR design for High Pressure Core Spray (HPCS) does not utilize a minimum flow recirculation line.

The two HPCS pumps are positive displacement types that inject a minimum of 50 gpm per pump to the Core Spray Bundle which distributes the flow to each fuel element.

During Reactor Operating Conditions 1, 2, and 3, these valves are in the de-energized, no actuating pressure position (i.e. fail position).

The air and nitrogen operated valves in this system are always lined up for HPCS operation.

In other words, upon receipt of a manual or automatic signal to initiate HPCS, no valves reposition to direct flow to the fuel elements.

In conclusion, the review indicates LACBWR does not have the problem addressed in this Bulletin.
