CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED APRIL 24, 1987 By letter dated April 24, 1987, Westinghouse Electric Corporation (the licensee) requested an amendment to License No. SNM-1107 to authorize the release of cal-cium fluoride (CaF ) to briquette manufacturers for use as a mixer with other 2 steel flux forming material. The calcium fluoride has trace quantities of enriched uranium in the range of 3.3 pCi/gm to 9.5 pCi/gm. These concentrations are well below the 30 pCi/gm limit specified in Option 1 of the NRC's Branch Technical Position for unrestrictive release. As compcrison, other types of commercial calcium fluoride (fluorspar) have equal or higher natural uranium content. The reuse of the calcium fluoride will not result in an adverse impact to humans and/or the environment. Therefore, the staff has concluded that the following conditions have been met: 1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite, 2. There is no significant increase in individual or cumulative occupational radiation exposure, 3. There is no significant construction impact, and 4. There is no significant increase in the potential for or consequences from radiological accidents. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
