Dear Mr. Keppler:
The purpose of this letter is to provide our response to IE Compliance Bulletin No. 86-03, " Potential Failure of Multiple ECCS Pumps Due to Single Failure of Air-Operated Valve in Minimum Flow Recirculation Line."
We have determined that Perry has no single-failure vulnerability in the minimum flow recirculation line of any ECCS pump that could cause a failure of more than one ECCS train. Each Perry ECCS pump has minimum flow recirculation capability to the suppression pool, with no valves in common with other ECCS pumps which could prevent flow to the suppression pool.
This Bulletin (86-03) has elements in common with IE Bulletin 86-01 " Minimum Flow Logic Problems That Could Disable RHR Pumps."
As stated in our June 6, 1986 response to IE Bulletin 86-01, we have determined that the Perry RHR system is not susceptible to the single-failure vulnerability described in that Bulletin.
