Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Revision to PC0L-86/20 Cylinder Block Inspections AECM-86/0341 By letter dated September 12, 1986 (AECM-86/0282) Mississippi Power &

Light (MP&L) Company proposed a change to Operating License Condition (0LC) 2.C.(25)(b). The change was proposed to be consistent with the recommendations contained in the NRC Generic Safety Evaluation Report on TDI Emergency Diesel Generators (EDG) (MAEC-86/0206, dated 6/26/86) by specifying additional controls on maintenance and surveillance activities of key EDG components.

During a teleconference on September 29, 1986, Mr. L. L. Kintner (NRC GGNS Project Manager) requested that the parenthetical expressions added to proposed OLC 2.C.(25)(b), items 3a and 3b (related to cylinder block inspections), be deleted.

Based on further review, MP&L agrees with the NRC that the parenthetical expressions are not necessary. Thus, the purpose of this letter is to document MP&L's concurrence with the deletion of the parenthetical expressions on items 3a and 3b of the proposed change to OLC 2.C.(25)(b).

The parenthetical expressions were intended for clarification purposes to address the applicability of MP&L's planned partial inspection of the GGNS Division II EDG during the first refueling outage (RF01) on proposed items 3a and 3b.

However, due to availability, the cylinder block inspections required to identify ligament cracks were successfully performed on the Division II EDG during RF01. Therefore, the parenthetical expressions are no longer necessary.
