Inspection No. 50-354/86-47

This refers to the routine resident safety inspection by Mr. R. Borchardt

and Mr. D. Allsopp conducted from September 9, 1986 to October 13, 1986 at

the Hope Creek Nuclear Generating Station, Hancocks Bridge, New Jersey. Tite

inspection consisted of observation of activities, document reviews and

interviews. The findings were discussed with Mr. R. Salvesen of your

staff.

Based on the results of this inspection, it appears that one of your activities,

pertaining to the design of the power supplies to the safety relief valve

acoustic monitors, was not conducted in full compliance with NRC requirements.

The details of this concern are described in the enclosed inspection report

and in NRC Augumented Inspection Team report 50-354/86-50. An enforcement

conference has been scheduled for November 17, 1986, to be held in the Region I

office, to further discuss this concern. At this conference you should be

prepared to discuss your review of this concern and similar design implemen-

tation concerns identified in Inspection Report 50-354/86-41. You should also

be prepared to discuss the potential enforcement issues identified in the

Augmented Inspection Team report.

The need for and nature of appropriate enforcement action relative to the

concern identified in the enclosed report will be determined after the

,

conference and will be the subject of separate correspondence. No response to

this letter is required.
