Gentlemen:

This refers to the Emergency Preparedness inspection conducted by

Mr. C. A. Hackney of this office, and accompanying personnel, during the period

August 25-29, 1986, of activities authorized by NRC Operating License NPF-42

for Wolf Creek Generating Station, and to the discussion of our findings with

Mr. F. T. Rhodes and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included emergency detection and

classification, protection action decisionmaking, notifications and

communications, changes to the emergency preparedness program, shift staffing

and augmentation, knowledge and performance of duties, and licensee audits and

quality assurance. Within these areas, the inspection consisted of selective

review of the emergency plan, emerger.cy plan procedures, personnel training

records, document control procedures, and licensing documents and procedures.

The inspection findings are documented in the enclosed inspection report.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

In addition, t'le NRC inspector discussed

Open Item 482/8425-92 during the exit.

The open item, identified during the

pre-operational inspection, related to Emergency Action Levels and Emergency

Classifications as they appear in NUREG-0654.

The NRC inspector discussed

Open Item 482/8425-92 and the results of this inspection with NRC Region IV

and with I&E management, who initiated an in-depth comparison of the

Wolf Creek EAL and Emergency Classification scheme with NUREG-0654.

Final

results of the NRC review will be forthcoming in a separate letter.

Within the scope of the inspection, no violations or deviations were identified.
