William V. Johnston, Assistant Director Materials, Chemical & Environmental Technology Division of Engineering

SUBJECT:

REQUEST FOR WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS) AGREEMENT TO PROCEDURE FOR ESTABLISHING AN NRC APPROVED TURBINE MAINTENANCE PROGRAM Plant Name:

Washington Nuclear Project No. 2 Suppliers:

Westinghouse (Turbine)

Docket Number:

LB #2; Rajender Auluck Reviewer:

J. O. Schiffgens Description of Task:

Required Commitment for WNP-2 Safety Evaluation Report Review Status:

Information Requested In order to reclassify the turbine missile issue from "open item" to

" confirmatory," we request that Washington Public Power agree to submit to the NRC a turbine maintenance program based on NRC approved manufac-turer's analyses of the probability of missile producing turbine failure within 3 years of obtaining an operating license.

If such a program is not received and approved by us within 3 years, the applicant is to inspect all LP turbine rotors during the second refueling outage.

We will provide a detailed evaluation on the issue assuming that the applicant has agreed to our request.

7 ATTACHMENT TURBINE MAINTENANCE COMMITTMENT FOR WNP-2 TURBINE MISSILE ISSUE We have reviewed the WNP-2 facility with regard to the turbine missile issue and conclude that the probability of unacceptable damage to safety-related systems and components due to turbine missiles is acceptably

-7 low (i.e., less than 10 per year) provided that the turbine missile

-5 generation probability is maintained to be 10 per reactor year or less for the life of the plant by an acceptable maintenance program.

In reaching this conclusion, the staff has factored into consideration the unfavorable orientation of the turbine generator.

The staff considers the turbine missile issue as a confirmatory item if the applicant agrees to:

a) submit for NRC approvalr within three years of obtaining an operating license, a turbine system maintenance program based on the manu-facturer's calculations of missile. generation probabilities, or b) volumetrically inspect all low pressure turbine rotors at the second refueling outage and every other (alternate) refueling outage thereafter until a maintenance program is approved by the staff, and i

c) conduct turbine steam valve maintenance, (following initiation of power output) in accordance with present NRC recommendations-as stated in SRP Section 10.2 of NUREG-0800.
