This refers to the inspection conducted by Mr. D. D. Chamberlain of this office

during the period October 16-23, 1986, of activities authorized by NRC

Operating License NPF-47 for River Bend Station, and to the discussion of _our

findings with you and other members of your staff at the conclusion of the

inspection.

This inspection was a special inspection conducted to review the potential

unreviewed safety question identified by your staff resulting from a temporary

modification of the control building ventilation system and to review the

planned corrective actions.

.Within this area, the inspection consisted of selective examination of

" procedures and representative records, interviews with personnel, and

observations by the inspector. The inspection findings are documented in the

enclosed inspection report.

During this inspection, it was found that certain of your activities may be ir.

violation of NRC requirements. Paragraph 2 of the enclosed inspection report

provides details of the potential' violation.. As discussed in a telephone

conversation on October 30, 1986, with your Mr. Plunkett, we have scheduled an

enforcement conference in our office on November 10, 1986, to discuss the

potential violation, the reasons for occurrence, and your corrective actions.

We shall also discuss any potential enforcement options available to the NRC,

if appropriate.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
