j TMI-1 STATUS REPORT FOR THE PERIOD OCTOBER 24 - 31, 1986 Enclosed is t e TMI-1 weekly status report from the NRC Resident Office at TMI-1 for the subject period. The NRC staff continued to monitor routine plant opera-tions at near full power.

TMI-1 status reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-I activities for the pre-vious week.

The enclosed report decribes plant status as of October 31, 1986. Since then, over the weekend of November 1-2, the licensee completed his planned shutdown.

Thus, as of November 3, 1986, the plant is in a cold shutdown condition.

ENCLOSURE TMI-I STATUS REPORT FOR THE PERIOD OCTOBER 24 - 31, 1986

1. Plant Status As of 8:00 a.m. on October 31, 1986, TMI-1 was operating at 93 percent power with a~ reduced reactor coolant temperature (573 F) and normal RCS pressure (2155 psig).
2. Facility-Operations' Summary The plant operated at less than full power during the reporting period.

The reduced power and reduced average core temperature were due to the planned plant coastdown operation for the end of the fuel cycle as described in last week's status. report. Preparations continued for the upcoming refueling outage scheduled to start during this weekend.

Power reduction, plant shutdown, and cooldown is expected to start on the 3-11 shift, Friday, October 31, 1986. Cold shutdown conditions using a

+ decay heat removal system loop are expected by Sunday, November 2, 1986.

Various surveillance tests are planned for.the weekend.

The licensee continues to closely monitor the abnormal flow conditions for the No.1. seal on the "A" and "C" Reactor Coolant Pumps. These conditions are not expected to adversely affect plant operations up to the start of the outage.

Further, on October 29, 1986, the licensee conducted a media briefing to review the past cycle of operation and to discuss upcoming refueling outage plans. The startup after the refueling outage is planned for March 1987.

Major. activities planned for next week include an Annual Emergency Exercise on November 5, 1986, (to be monitored by Region I inspectors) and the Reactor Building (Containment) Integrated Leakrate Test.

3. Items of Special Interest l Appeal Board Decision On October 9, 1986, the Atomic Safety and Licensing Appeal Board (ALAB) issued a decision (No. ALAB-850) on an appeal from the Commonwealth of Pennsylvania in the matter of a special proceeding involving Mr. Edward Wallace.

The TMI-1 operating license had been modified such that the licensee was r to notify the Commission upon returning Mr. Wallace to a responsible j position at the facility in accordance with Commission Order CLI-85-2, l dated February 25, 1985. In accordance with a subsequent Commission Order (CLI-86-9), this condition was subject to the following restriction:

2 Enclosure "if no person intervenes against Wallace and NRC staff does not advocate a position against Wallace, then the proceeding shall be terminated and the TMI-1 notification requirement as to Mr. Wallace shall be removed."

On August 19, 1986, the appointed Administrative Law Judge ruled to vacate the restriction since no party intervened (including the Commonwealth) and since the NRC staff did not advocate a position against Mr. Wallace. The ALAB affirmed that decision and stated that: "Any dissatisfaction that the Commonwealth may have with it must now be addressed to the Commission itself."

4. TMI-1 Status Reports - Planned Shift to Biweekly Issuance The TMI-1 status report is a NRC Region I initiative and has been issued

weekly for over a year. These reports have, in NRC Region I view, served information needs of a variety of readers. At this stage, NRC Region I helieves the ongoing information needs can be served adequately through a report each two weeks. Also, a biweekly report will allow more efficient use of staff professional and administrative resources devoted to th.e report. Consequently, Region I plans to shift to a biweekly report beginning with the period November 14-28, 1986. These biweekly reports will maintain the same level of detail and at least the same scope of information as the past weekly reports.

5. NRC Staff Activities During this report period, the NRC staff consisted of the senior resident inspector and two resident inspectors. Two region-based inspectors were on site to conduct reviews in the area of radwaste and radiological effluent controls.

Further, during the plant transition this weekend from power operation to cold shutdown conditions, the TMI-1 Resident Office plans to monitor activities on a 24-hour basis.

On October 24, 1986, the Region I Administrator issued the final SALP (Systematic Assessment of Licensee Performance) report for the SALP I period (September 16, 1985, to April 30,1986). This final report in-cluded the final SALP board report, as well as the licensee's response to the original SALP board report. The final report includes several minor revisions from the original report issued July 10, 1986. These reports are available in the Public Document Room and the Local Public Document Room.
