II. Summary of Perceived Problems The perceived problem of this element is that the paint used to separate carbon steel supports from stainless steel pipe will wear through and allow the carbon steel to contact the stainless steel directly.
III. Evaluation Methodology The evaluation methodology used for this element was:
Reviewed Quality Technology Company (QTC) report for employee Nuclear Safety Review Staff's (NSRS)
A.
concern XX-85-038-001, recommendations taken from that report, and SQN's response to those recommendations to determine if the findings and conclusions are consistent with those at WBN.
Reviewed WBN ECTG Hangers / Supports Element Report Coll 101 to B.
determine its application to SQN.
Reviewed SQN Technical Instruction (II) 70, " Cleaning and Documentation of Plant Equipment," and SQN Standard Practices (SQA)

to determine if these procedures had been revised as delineated in SQN's response to the NSRS recommendations mentioned in step 1.

SPECIAL PROGRAN REVISION NUMBER:
3 PAGE 3 0F 4 stated "the walkdown performed'by the SQN Quality Assurance failed to identify any examples of this problem." An additional walkdown of various areas in the Auxiliary Building, as part of this evaluation, also failed to identify any examples where the paint had worn through.
B.
The evaluation that was done for the WBN ECTG Nangers/ Supports Element C011101 concurred with the above findings, and further explains that when the type of p_ int used for separating carbon steel from stainless steel is rubbed, it takes on the appearance of bare metal. However, this is the result of the sinc constituents in the paint being polished and the desired protection still exists.
In addition, this element report explains that it is accepted in the nuclear industry that separation between carbon steel and stainless steel is not necessary until you reach the higher temperature ranges (e.g. greater than 600*F).
C.
As a result of QTC's evaluation of concern XI-85-038-001, SQA-160 was to be revised to reflect the acceptability cf a cosmetic coat of black paint (C-268 Sherwin Williams) coming in contact with lR3 stainless steel. SQA-160 has since been revised to reflect this.
l Also, there was a discrepancy with paragraph 9.1.1 of TI-70, R5 referencing SQA-45, part III, section 1.6 which did not exist.
SQN's response to this item was, "SQA-45 has been revised to reference the applicable procedures to be used for cleaning and decontamination of plant equipment." A review of TI-70 and SQA-45 revealed that this was not true. Paragraph 9.1.1 of TI-70, R5 references several sections of SQA-45, part III which do not exist as referenced. These sections do exist as part of SQA-160, part II. A discussion with the responsible engineer for TI-70 revealed that a revision to TI-70 will be issued by October 1, 1986, and this discrepancy will be corrected according to that revision.
This is not considered a condition adverse to quality.
Conclusion There is no condition adverse to cuality concerning the separation of carbon steel from stainless steel as questioned by the concerned individual.
Note: The NSRS recommendation regarding TI-70 referencing SQA-45, part III, section 1.6, which does not exist, still remains open.
V.
Root Cause There is no problem relative to the perceived problem and therefore no root cause.
