Letter dated June 4., 1986 from E G Greeman, Deputy Director Division of Reactor Projects, Region III, USNRC The purpose of this letter is to provide you with the re-cults of our investigation into the allegation reported to Region III on April 23, described in the referenced letter.1986 by anonymous telephone call and Investigation of this allegation has been completed by our Power Supply Quality Assurance Department.
A special audit was conducted of the Maintenance and Testing activities at the Northerr. States Power Company Chestnut Service Center.
The results of this audit are summarized in Nuclear Opera-tions Quality Assurance Audit Report AG 86-33-3 dated July 25, 19E6.
This report is available for review by NRC in-cpectors at either plant or our Corporate Offices.
The rcsults of this audit are summarized below:
No actual calibrations of digital and phase angle a.
meters are conducted by NSP.
Calibration verification is conducted, however, and if an instrument is found to e:cceed the accuracy tolerance established, it is sent tc an approved vendor for calibration and/or repair.

Calibration verification procedures and records were reniewei.
Review indicated that eight personnel performed calibration verifications.
Qualification records for tha eigh-individuals were reviewed.

It is assumed that'this individual was the basis for.the allegation.
- c. The current Maintenance and Testing Department Pro-cedures require only that qualified. personnel be used 4'
for calibration verification activities.
This proce-dure had not been updated following establishment of the NSP Certification Manual.
- d. Discussions with Maintenance and Testing supervisory personnel indicated that the individual in question was in an apprenticeship training program under the super-vision of a Level II certified individual.
A review of training and qualifications records indicated that calibration verification was well within the abilities of this uncertified individual.

- a. ApproximaItely 20 calibration verifications performed by the uncertified individual were reviewed by the auditor.
No deficiencies were identified.
- f. The need for structured Quality Control oversight of the calibration verification process was assessed.
The auditor concluded that digital and phase mater calibration verification is a non-complex straightfor-ward process that is a simple comparison of one instru-t p
ment output to the output of another and does not approach the complexity or technical scope of work requiring Quality control measures.
In s'ummary, our investigation found one instance of an uncertified individual performing calibration verification at our Chestnut Service Center Maintenance and Testing fa-cility.
While uncertified, the individual was found to be fully qualified to perform this activity.
However, this situation is a violation of NSP Quality Assurance Directives and our Certification Manual.
A quality assurance audit finding was issued to the Maintenance and Testing Department noting the failure to certify one individual performing calibration verification activities. ' Corrective actions are now being taken to update Maintenance and Testing procedures to require certification of calibration verification person-nel and require the signature of a certified Level II jour-neyman on calibration and test records.
