EMERGENCY CHANGE TO TECH 11 CAL SPECIFICATIONS CONCERNING RCIC INJECTION VALVE OPERATIOi RE:

Perry Nuclear Power Plant, Unit No. 1 The Commission has issued the enclosed Amendment No. 4 to Facility Operating License No. NPF-58 for the Perry Nuclear Power Plant, Unit No.1.

This amend-ment consists of temporary changes to the Technical Specifications (TSs) in _

response to your application dated March 9, 1987, as supplemented and amended J

by your letters of March 19, 20, 31 and April 1, 7 and 10, 1987.

The staff authorized the use of these changes by letter dated April 10, 1987.

This amendment requires the reactor core isolation cooling (RCIC) system to be operable with the exception that the RCIC injection valve shall not be capable of automatic opening.

This exception is in effect at power levels limited according to the results of RCIC tests to be conducted upon resumption of plant operation, as set forth in your submittal of April 10, 1987 and it expires on May 31, 1987.

During this period, the provisions of Technical Specification 3.0.4 are not applicable.

We have reviewed the circumstances associated wi9 your request for an exigent Technical Specification change and concluded that the relief provided by this amendment is necessary to permit Perry Unit 1 to continue startup testing and operation in a timely manner. We have also concluded that these circumstances could not have been avoided.

However, the staff's need to obtain additional information for consideration of this action resulted in no reasonable opportunity for public comment prior to March 26, 1987, the expiration date for similar relief which was granted on February 24, 1987.

that a valid emergency existed, as defined in 10 CFR 50.91(a)(5), and your i

application has been processed accordingly.
