PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about April 22, 1987 to Florida Power Corporation. This action is based on two violations of the Physical Security Plan. The first violation involved a security guard asleep on duty. The second violation involved the failure of security guards to check security badge authorizations against the access authorization list for facility personnel entering several vital area portals.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Region Operations to sign this action. The schedule of issuance and notification is:

Mailing of Notice April 22, 1987 Telephone Notification of Licensee April 22, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Florida will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
