Gentlemen:

This refers to the routine safety inspection conducted by Messrs.

K. A. Connaughton and G. F. O'Dwyer, of this office on March 4,1987

through April 13, 1987, of activities at Perry Nuclear Power Plant,

Unit 1, authorized by NRC Facility Operating License No. NPF-58 and

to the discussion of our findings with Messrs. R. A. Stratman,

E. Riley and C. M. Shuster at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in

violation with NRC requirements, as specified in the enclosed Notice.

A written response is required.

Under the " General Statement of Policy and Procedure for NRC Enforcement

Actions," 10 CFR Part 2, Appendix C, Supplement I.C.2, item 1 of the

enclosed notice could be categorized at Severity Level III. However,

considering the surveillance test history prior to the diesel generator

failures and the fact that requirements contained in applicable technical

specification Limiting Conditions for Operation were adhered to following

the failures, we have classified this violation at Severity Level IV.

Also, under Supplement I.C.1, item 2 in the enclosed notice could be

categorized at Severity Level III. After considering the lack of

substantial operating history at the time of this violation, resulting

in relatively insir.ficant core fission product inventory and the brief

>eriod of time involved, we have classified this violation at Severity

copy of this letter, the enclosures, and your response to this letter

will be placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are

Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
