NRC INSPECTION OF V0GTLE READINESS REVIEW MODULE 7 PLANT OPERATIONS
AND SUPPORT - REPORT NO. 50-424/86-37
The NRC has completed a detailed review, inspection, and verification of the
subject module which you submitted to the NRC on January 10, 1986.
Periodic
inspections were conducted at the Vogtle site and the resultant findings were
discussed with members of your staff at the conclusion of these inspections.
Technical reviews were also conducted in NRC Bethesda offices, and the findings
from these reviews have also been discussed with your staff.
Areas contained in the module which were reviewed, examined, and verified are
identified in the enclosed report.
Within these areas, the inspection and
verification consisted of selected examinations of procedures and and representa-
tive records, discussions with personnel, observations of activities in progress,
and review of your licensing commitments.

This module does not address plant operating Technical Specifications which will
be reviewed separately.
The primary results of module 7 reviews and inspections are provided in the
summary and conclusions sections of the enclosed report. Within the findings
section, several deficiencies are identified. Your attention is invited to these
matters which will be pursued during future reviews and inspections.
Based upon the NRC review and inspection of those activities identified in the
module, we have determined that the specific programs reviewed by the NRC appear
acceptable and
in
compliance with applicable
regulatory
requirements.

Additionally, we have determined that you currently have controls and processes
in place which should assure proper implementation of all programs associated
with plant operations and support and which will be verified during conduct of
the normal Near Term Operating License and Operating Reactor inspection programs.
