Dear Mr. Cockfield:
OPA LFFB The Commission-has issued the enclosed Amendment No.128 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The amendment consists of changes to the Technical Specifications in response to your application dated September 13, 1985, as superseded and_ revised August 7, and December 31, 1986.
The amendment changes the Administrative Controls section of the Technical Specifications by redefining and clarifying the review responsibilities of the Plant Review Board (PRB) and the Plant General Manager.
A copy of the related Safety Evaluation is also enclosed. The notice of issuance will be included in the Commission's next regular bi-weekly Federal Register notice.
