Dear Sir:
Reference (b) indicated that an allegation had been made at another facility concerning the use and distribution of controlled substances.
Since the NRC believed that the individual in question had been formerly employed at Seabrook Station, New Hampshire Yankee (NHY) was requested to perform an investigation into the applicability of that allegation at Seabrook. The following briefly discusses the results of NHY's invest-igation into this matter and also confirms prior discussions with the Resident Inspector and the Regional Inspectors that performed the Special Team Inspection during November, 1986.
This matter was investigated by the NHY Employee Allegation Resolution (EAR) Program. The investigation established that the individual had been employed at Seabrook for approximately 3 months during 1985 and that termination of employment was for reduction-in-force reasons. The investi-gation concluded that an allegation regarding use and/or distribution of controlled substances by the individual while employed at Seabrook Station could not be substantiated.
It should also be noted that the investigation also found that the individual in question had taken a drug screening test at another f acility af ter leaving Seabrook Station and this drug screening test did not identify any drug usage.

Document Control Desk Page 2 Notwithstanding the above conclusions, NHY also investigated the potential impact, if any, on safety-related plant hardware and its associated documentation.
It was determined that the employee was in a position that was closely monitored by direct supervision as well as subj ect to multiple levels of QA surveillance and reviews. Therefore, it was concluded that there was no adverse impact to safety-related plant hardware or documentation during the individual's employment.
In regard to Reference (b), NHY would like to clarify that use of the term " alleger", in the context of the letter, was interpreted to mean the individual alleged to have used and distributed controlled substances.
NHY did not believe that the NRC was making reference to the individual raising the allegation.
