SECTION 1 PURPOSE The purpose of this report is to present a description and analysis of the January 1987 Periodic Type A Primary Containment Integrated Leakage Rate Test (ILRT) and a summary of the Periodic Types B and C Local Leakage Rate Tests -

(LLRT's) conducted since December 1982 at the Shoreham Nuclear Power Station Unit No. 1 (SNPS), which is owned and operated by the Long Island Lighting Company (LILCO).

Stone & Webster Engineering Corporation (SWEC) provided engineering consultation services to LILCO during the performance of this test.

This report is submitted as required by 10CFR50, Appendix J, Paragraph V.B.

SECTION 2 1

2.1' TYPE A TEST

, 2.1.1 Test Summary Pressurization' for the ILRT began at 0625 hours0.00723 days <br />0.174 hours <br />0.00103 weeks <br />2.378125e-4 months <br /> on January 19, 1987, and was momentarily secured at 0632 hours0.00731 days <br />0.176 hours <br />0.00104 weeks <br />2.40476e-4 months <br /> with approximately a 1 psi increase in containment pressure to ensure the Reactor Protection System (RPS) drywell pressure transmitters were not increasing. Primary _ Containment pressurization was resumed at 0640 hours0.00741 days <br />0.178 hours <br />0.00106 weeks <br />2.4352e-4 months <br /> with a fairly constant pressurization rate of 6 psi per hour being maintained throughout the remainder of the pressurization period.

Extensive investigations of all penetration areas for leakage were conducted during the pressurization period and throughout the Type A Teet. Only minor leakage paths were identified. . Containment pressurization equipment was secured at approximately 1340 hours0.0155 days <br />0.372 hours <br />0.00222 weeks <br />5.0987e-4 months <br /> with a peak instantaneous pressare of 62.2 psia.

Upon securing containment pressurization, reactor vessel level transmitter 1B21*LT-155A indicated a low vessel level. The "A" vessel level indication had continuously decreased during the pressurization sequence as compared to the."B" i,

train. IB21*LT-155A was isolated at approximately 1658 due to' false low level indication. This was done to avoid an Emergency Core Cooling System (ECCS) trip initiation signal. It was determined that the transmitter vent connection had a minor leak which resulted in a decreasing reference leg. This leakage path was determined to be insignificant from a Type A Test criteria standpoint. See Section 3.3 and Attachment 4C.

. Removal System Heat Exchanger (RHR Ex) . This abrupt cooling of the reactor coolant water temperature decreased the primary containnent air temperature. As shown on Attachments 2.1A and 2.1B, the impact on the Drywell Air Temperature and Containment Mass trends was dramatic. The start time of the Type A Test had

3.3, Test Results). Both the Mass Point and Total Time leakage rates were well

, below the 0.75 La acceptance criteria of 0.375 percent per day.

Effect of Drywell Ventilation System Operation on Volume Fractions The volume fractions for Zones A&D, see Attachment 3.2B, required the operation of the Drywell Ventilation System.' The drywell head volume portion of Zone A is ducted to the drywell ventilation fans located in the lower drywell floor region or Zone D. On an effort to obtain a straight line plot of the drywell air temperature, the January 1987 ILRT was performed with the ventilation system fans secured and the cooling water to the drywell unit coolers isolated. As can

be seen from the drywell temperature data shown on Attachment 3.3A, the desired goal was achieved. The change to the volume fractions were recognized to be small, so they were not changed prior to the test. The calculation was revised in March 1987 and the leakage rates were recalculated. The results show a very slight increase for both the Mass Point and Total Time Analysis. This change is judged to be insignificant as the reported leakage rates are approximately half the 0.75 La acceptance criteria. However, on future ILRT's the revised weight factors will be used whenever the drywell fans are secured.

2.1.2 ILRT Betterment Program

The following items are some of the measures that were taken since the preoperational Type A test was performed to improve the ILRT/LLRT programs and to ensure a successful periodic ILRT.

a. Various leakage rate test procedures were thoroughly reviewed and revised.

, b. Tight leakage repair limits were placed on containment isolation valves.

c. Utilization of the LLRT makeup air test method.
d. Frequent testing of containment isolation valves due to the restricted Power Ascension Program,
e. Various containment isolation valves were reworked or replaced as described in Attachments 4A and 4B.
f. Performance of a continuance extensive leakage investigation plan '

throughout the test period.

E 2.1.3 Conclusion The January 1987 Shoreham. Nuclear Power Station Unit No. 1 Type A _ Test is

< considered a successful test in that it demonstrated the leak-tightness of the primary containment boundary. The Upper Confidence Levels (UCL) were well below

! the plants' procedural acceptance criteria. The success of this test can be attributed to the plant's ILRT betterment improvements as previously discussed.

2.2 LOCAL LEAKAGE RATE TESTS (TYPES B AND C)

The Local Leakage Rate Tests (LLRT's) of containment isolation valves and other primary containment penetrations were conducted as required by the methods described in the plant surveillance procedures SP.84.654.03, " Primary Containment Leakage Rate Test - Type C", and SP.84.654.02, " Primary Containment Leakage Rate Test - Type B" since the last Type A Test performed in December 1982.

Section 4 of.this report summarizes the data for the two surveillance periods (1984 and 1986) of LLRT's conducted since the last Type A Test in accordance with Appendix J. 10CFR50, Paragraph V.B. Also contained in Section 4 of this report, are the leakage penalties that were added to the Type A Test leakage results.

O 3.2 GENERAL TEST DESCRIPTION 3.2.1 Prerequisites In accordance with the Shoreham Nuclear Power Station Unit No. 1 ILRT procedure, SP.84.654.01, the_ following is a listing of the pertinent prerequisites completed and documented prior to primary containment pressurization:

a. Controlled access plan in effect.

b. General inspection of the accessible interior and exterior I

surfaces of the primary containment structures and components completed.

, c'. All Type B and C local leakage rate testing completed and/or reviewed for impact on the Type A test.

d. All test instrumentation calibrated or functionally verified within 6 months of the test.

f. Briefing of all test personnel assigned to'the Type A test.

-3.2.2 Equipment and Instrumentation f Pressurization of the primary containment was achieved by the utilization 'of a .

I temporary system consisting of four air compressors manifolded to af tercoolers and refrigerant air dryers. The system included adequate instrumentation and valving to maintain proper monitoring and control of the compressed air quality throughout the- pressurization sequence. The total capacity of the I

pressurization system was rated at approximately 3,600 standard cubic feet per minute (SCFM). Air was supplied to the primary containment through the plant's permanent ILRT system, which includes additional components and instrumentation for monitoring and controlling containment pressurization.

The various containment parameters required to calculate primary containment leakage during the test, were monitored using-instrumentation which consisted of 16 resistance temperature detectors, 6 dewpoint temperature sensors, and 2 absolute pressure quartz manometers. Pertinent data for the test 4

instrumentation is listed in Attachment 3.2B, and the general locations of the test instrumentation for both the drywell and suppression chamber are shown in Attachments 3.2C and 3.2D.

] A rotometer was used to perform the superimposed leakage verification test.

t 3.2.3 Data Acquisition System The Shoreham Nuclear Power Station Unit No. 1 ILRT' sensor data were recorded at

approximately 20 minute intervals during the test. A programmable, multichannel j data' logger was used to scan and record data from the 16 resistance temperature i

detectors signal inputs, along with manual local recordings of the 6 dewpoint temperature sensors and 2 manometers. Data readings of the rotometer were also

! manually recorded.

! 3.2.4 Data Resolution System The recorded data was inputted to the Stone & Webster-Engineering Corporation's (SWEC) portable computer for data reduction and leakage rate calculations. Both

the Mass Point and Total Time Analysis Methods were used to determine the leakage rate. ~

1 Absolute Method of Mass Point Analysis The Absolute Method of Mass Point Analysis consists of calculating the air mass within the containment structure, over the test period, using pressure, temperature, and dewpoint temperature observations made during the ILRT. The air mass is computed using the ideal gas law as fc11ows:

Where A is the slope of the least-squares curve and B is the y-intercept. The -

sign convention is such that the leakage out of the cont'ainment is positive, and O- the units are in percent / day.

The air mass is calculated and the result is correlated as a function of time by means of least-squares curve fit of the form:

The slope A and y-intercept B are then used in Equation 2 to - determine the leakage rate.

A confidence interval is calculated using a Student's T distribution. The sum s._

The Absolute Method of Total Time Analysis consists of calculating air lost from i

the containment, using pressure, temperature, and dewpoint temperature observations made during the ILRT. ,

The final test results were determined using SWEC's ILRT computer program. The reduced input data, Mass Point Analysis Test Results, Total Time Analysis Test Results, Superimposed Leakage Verification Test Results and representative graphs are contained in Attachments 3.3A through 3.3I.

Both the Mass Point and-Total Time Analysis test results for the ILRT satisfied the procedural acceptance criteria.

The Type A test instrumentation was verified by the Superimposed Leakage Verification Test Method. Both the Mass Point and Total Time Analysis test results for the Superimposed Leakage Verification Test satisfied the procedural acceptance criteria.

3.3.2 60.696 psia ILRT Results The ILRT was conducted in accordance with the Shoreham Nuclear Power Station Unit No. I surveillance test procedure SP.84.654.01. The results for the ILRT and for the supplemental test are shown below.

SECTION 4 LOCAL LEAKAGE RATE TESTS (TYPES B AND C)

Attachments 4A and 4B, which follow, summarize the LLRT data which has been obtained from periodic testing performed since the December 1982 Preoperational-Type A Test. Pre-repaired data is provided for surveillance testing performed '

'in 1984 and 1986. Valves listed in both summaries are individual valve measurements, unless otherwise noted. Each penetrations leakage rate can be obtained from site reference material. These LLRT's were performed using the makeup _ air test method by _ pressurizing the listed penetrations with air or nitrogen and either measuring leakage across ' the containment isolation valves boundary (Type C) or across the resilient seals (Type B) utilizing rotometers with a maximum range of 72 scfh. No attempt to establish the actual' leakage rate was made when the calibrated range of the test instrumentation . was exceeded.

Attachment 4C summarizes the leakage penalties added to the Type A ' overall leakage for systems that were either isolated or not vented and drained during the Type A Test. A correction factor of 5 percent was also applied to these leakage rates for flowmeter inaccuracies.

Also included are the results of local leakage rate testing performed on the Hydrogen Recombiners. This leakage, not identified as Type B or C, was added_to the overall leakage to support Shoreham's Leakage Reduction Program.

The results of local leakage rate testing performed on those instrument lines which are an extension of the primary containment boundary, but which were isolated or not vented and drained during the Type A Test, are also included.

This leakage, not identified as Type B or C, was added to the .overall leakage for verification of the instrument lines containment capabilities.

The acceptance criteria for Types B and C testing are in accordance with 10CFR50, Appendix J. The combined "as-lef t" leakage rate for all penetrations and valves subject to Types B and C tests in 1984 and 1986 were well below the acceptance criteria of less than 0.60 La.
