Gentlemen:
This refers to the inspection conducted by Mr. W. M. McNeill of this office
during the period October 6 through November 21, 1986, of activities authorized
by NRC Construction Permits CPPR-128 and CPPR-129 for South Texas Project,
Units 1 and 2, and to the discussion of our findings with Mr. M. R. Wisenburg
and other members of your staff at the' conclusion of the inspection.
Areas examined during the inspection included licensee management of QA
activities, QA program evaluation of engineering service organization, and
licensee action on previously identified inspection findings.
Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by,the NRC
inspector. The inspection findings are documented in the enclosed inspection
report.

Within the scope of the inspection, no violations or deviations were
identified.'
