Dear Dr. Grace:

w Pursuant to 10CFR50.54(p), please find attached five (5) copies of Revision 13 to the Catawba Nuclear Station, Security Plan. Generally, Revision 13 was developed to address several additions and deletions of words and concepts.

Specifically, Revision 13 includes a change to Section 6.6 which states in part, " Diesel generator rooms are designated as vital for personnel safety reasons only and do not contain vital equipment necessary for the safe shutdown of plant reactors."

Fire suppression systems located inside diesel generator rooms (designated as security access areas in the Catawba Physical Security Plan, Revision 12) represent a potential personnel safety hazard requiring that plant personnel have the ability to immediately exit these rooms. The configuration of diesel generator rooms and the location of portals dictate that plant personnel may need to egress diesel generator rooms through controlled access doors ingressing into "B" switchgear rooms which are designated as vital areas.

To ensure that plant personnel are provided witt. a pathway of immediate egress out of diesel generator rooms and to avoid conflicts with NRC requirements concerning authorized access into vital areas, Duke Power Company has decided to reclassify diesel generator rooms from security access areas to vital areas. Although the vital area boundary has been changed to include diesel generator rooms, only switchgear equipment located in "B" switchgear rooms is considered vital equipment. Diesel generator rooms do not contain vital equipment.

Our Design Engineering Department is currently looking at long term protection options that would eliminate the safety concern and allow Duke Power Company to devitalize diesel generator rooms and include these rooms as security access areas in Chapter 15 of the Catawba Physical Security Plan under 10CFR50.54(p).
