Quad Cities Station Unit 1 Proposed Technical Specification Amendment to Revise MCPR Operating Limit NRC Docket No. 50-254

Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison Company (CECO) proposes to amend Facility Operating License No. DPR-29, Appendix A, the Technical Specifications, to reduce the Minimum Critical Power Ratio (MCPR) operating limit.

Quad Cities Unit 1 is currently operating in cycle 9.

The General Electric reload fuel for cycle 9 and the supporting reload analyses were previously reviewed and approved by commonwealth Edison under the provisions of 10 CFR 50.59.

As part of that review, CECO determined that the existing l

Technical Specification MCpR operating limit (T.S. 3.5.K) of 1.39 for P8x8R

fuel conservatively bounded the cycle 9 specific value of 1.35 determined by l

the cycle 9 transient analyses performed by General Electric. As a result, no Technical Specification change was needed nor requested. Due to less than anticipated operating margins during cycle 9, we propose to modify the I

Tecnnical Specifications to reflect the actual cycle 9 limit of 1.35.

This l

value is based on the Load Rejection without bypass event utilizing the ODYN Option B formulation. In addition, the MCPR operating limit for 8x8/8x8R fuel has been deleted from the Technical Specifications since these fuel types are no longer utilized.

The proposed amendment is provided in Attachment 1 and has received On-Site and Off-Site review and approval.

In support of this amendment, contains the General Electric Supplemental Reload Licensing Submittal for Quad Cities Unit 1 Cycle 9 which summarizes the results of the Cycle 9 transient analyses. Section 12 provides the required MCPR operating i

l limit. We have reviewed this amendment request and determined that No l

Significant Hazards Consideration (NSHC) exists as documented in Attachment i

Ceco has notified the State of Illinois of our request and our l

determination of NSHC by providing a copy of this letter and the attachments I

to the designated State Official.
