APPENDIX A NOTICE OF VIOLATION Boston Edison Company Docket No. 50-293 Pilgrim Nuclear Power Station License No. DPR-35 As a result of the inspection conducted on June 2 - July 7,1986, and in accor-dance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

A. Technical Specification 6.8.A requires that written procedures be establish and implemented that meet or exceed the requirements of ANSI N18.7-1972.

ANSI N18.7-1972, Section 5.3.1 states that procedures shall be sufficiently detailed for a qualified individual to perform the required function with-out direct supervision. Section 5.3.5 states that special attention shall be given to restoration of normal conditions.

Contrary to the above on July 1, 1986, PNPS Procedure 8.9.8, revision 8, Battery Rated Load Discharge Test, was performed and was not sufficiently detailed for a qualified individual to perform the test without direct supervision. It did not include steps addressing required system altera-tions and restoration. Specifically, procedural steps addressing lifted cables needed for installation of test equipment, placement of temporary jumpers, and the required isolation of certain battery loads were not in-cluded in the test procedure. .

This is a Severity Level IV Violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Boston Edison Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
