This is to acknowledge receipt of your letter of February 25, 1987, which transmitted changes to the Callaway Plant Radiological Emergency Response Plan (RERP), Revision 10, as well as Revision 6 to EIP-ZZ-00101, Emergency Action Levels (EALs).

We have completed our review of the submitted changes and have determined that Revision 10 of your Callaway RERP continues to meet the planning standards of 10 CFR 50.47(b) and the requirements of 10 CFR Part 50, Appendix E. We also noted that you have incorporated into your revised EALs, all 15 items recommended in the attachment to our Inspection Report No. 50-483/86009 and that you have upgraded an EAL classification in Group Six - Radiation Release Events, Item F from a Site Area Emergency to a General Emergency. This was an item of concern from our inspection of January 26-30, 1987, Open Item No. 50-483/87006-01.

Be advised that 10 CFR 50.54(q) requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval.

In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.
