4.12 High Energy Piping System Augmented Inservice Inspection Applicability:
Applies to inservice testing of certain main steam, feedwater, and steam supply _to auxiliary feedwater system piping welds, identified in Tables 4.12-1 and 4.12-2.
Objective:
To provide assurance of the continued integrity of the main steam, feedwater, and auxiliary feedwater systems over the plant's service lifetime.
Specification:
A. The augmented inservice inspection program at each weld identified in Tables 4.12-1 and 4.12-2 shall be l
performed as follows in accordance with the applicable requirements of the ASME Section XI Code, specified in Specification 4.10.
(1) First Ten-Year Inspection Program a)
Nondestructive examination of each weld identified in Tables 4.12-1 and 4.12-2 for the l
first three consecutive 3-1/3 year inspections.
These inspections may be adjusted to coincide with the scheduled regular ASME Section XI inspections.
b)
A monthly visual examination for evidence of leakage of areas identified in Tables 4.12-1 and 4.12-2.
(2) Successive' Inservice Inspection Programs a)
If no indications are detected or the indications do not exceed the allowable standards of the ASME Section XI Code during inspections specified in 4.12.A.I.a, subsequent inspections will be limited to once during each 10-year inspection interval.
b)
If indications are detected that exceed the allowable standards of the ASME Section XI Code, they shall be investigated and evaluated and the frequency of examination for that weld shall revert to Specification 4.12.A.I.a.
c)
Consistent with paragraph 4.12.A.2.a, visual examinations of areas identified in Tables 4.12-1 and 4.12-2 will be performed semiannually.

Repairs, re-examination, and piping pressure tests shall be conducted in accordance with ASME Section XI.

Basis:
' Consistent with the guidance contained in NRC -
Mechanical Engineering Branch Technical Position No. 4, dated March 18,' 1975, an inservice inspection program is
. Instituted at potential high energy pipe break locations-at which consequences of a postulated pipe rupture "could" affect the plant's safe shutdown capability and other methods of pipe restraint are considered to be impractical. This augmented inspection program will provide a means for timely detection of cracks propagating in the piping.,Since the Haddam Neck Plant was built prior to adoption of the ASME Code for ISI, there is not. complete accessibility for inspection in' '

accordance with specific requirements of that code.
Inspections will be conducted to the extent practical within the limitations of design, geometry, and materials of the components. Visualinspections will be conducted for all areas identified in Tables 4.12-1 and 4.12-2.
