Dear Mr. Miraglia:

Schedule for Submittal of Information Requested by Generic Letter 86-06 The Omaha Public Power District (0 PPD) has reviewed Generic Letter 86-06 (Reference 2) to define a schedule for responding to the questions and comments presented in the document. The Generic Letter is related to the endorsement of the Combustion Engineerino methodology for tripping reactor coolant pumps given certain transient conditions.

OPPD implemented the CE trip-two/ leave-two methodology in 1984 and incorporated it into the Emergency Procedures (EP's). When the EP's were replaced by the upgraded Emergency Operating Procedures, the CE trip-two/ leave two mathodology was retained.

Therefore, OPPD is obligated to respond, in the category of plants who have endorsed the CE methodology, to those issues that are plant specific and were not addressed in the CE generic submittal.

These requirements are delineated in Section IV of the Generic Letter. Appen-dix A contains a summary related to the requirements and could serve as a guideline to provide assurance that the issues are adequately covered.

The review of Generic letter 86-06 identified several items that could ce ad-dressed over the next four months. This category is made up of items that are essentially complete but for which assembly of documentation will take time.

Mr. F. J. Miraglia LIC-86-419 Page 2 Other items such as uncertainties were addressed when the setpoints were devel-oped. However, upon review, it was determined that a more in-depth evaluation of the uncertainties would be appropriate. OPPD is participating in a Combustion Engineering Owner's group task to generate uncertainties for the in-struments that would be utilized in determining when the reactor coolant pumps should be tripped. This effort is not scheduled for completion until the first quarter of 1987.

OPPD, therefore, believes that a single submittal would be the least confusing and the most efficient use of personnel.

Since a response cannot be generated for every item until April of 1987, OPPD believes that this would be an appro-priate time to make the comprehensive submittal in response to Generic Letter 86-06. This schedule was transmitted verbally to OPPD's NRC Project Manager, Mr. D. E. Sells.
