Gentlemen:

This refers to our letter to you dated December 5,1986, which forwarded the

results of a special inspection of allegations and concerns relating to

safety-related electrical work (NRC Inspection Report Hos. 50-454/86031 and

50-455/86017). The letter also stated that we were evaluating enforcement

actions.

The evaluation has been completed and the NRC staff has determined that

certain of your activitie appeared to be in violation of NRC requirements, as

.

specified in the enclosed Notice. The inspection fcund several deficiencies

in Comnonwealth Edison Company's quality assurance program, as related to the

electrical contractor's activities, in that management controls were

inefffective in implementing this program.

These violations could be considered a Severity Level III prcblem because of

the numerous violaticns and the nature of the deficiencies in the electrical

(A/QC area.

However, after examination of the affected hardware, no safety significant

hardware deficiencies were identified. On this basis, we have concluded that

the appropriate enforcement action for this case is the issuance of Severity

Level IV and V violations. A written response is required. Also include in

your response any actions you have taken or plan to take at Braidwccd Station

to avoid similar types of violations.

Your reply to this letter and the results of future inspections in this area

will be considered in determining whether escalated enforcement action may be

appropriate if similar violaticr,s are identified.

In accordance with 10 CFR 2.790 of the Conmission's regulations, a copy of

this letter, the enclosure, and > cur response to this letter will be placed in

the NRC Public Docunent Rcom.
