This refers to the inspection conducted by Messrs. D. L. Kelley and W. F. Smith

of this office during the period April 1 through June 30, 1986, of activities

authorized by NRC Construction Permits CPPR-126 and CPPR-127 for the Comanche

Peak Steam Electric Station, Units 1 and 2, and to the respective discussions

of our findings with Mr. A. B. Scott and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included:

(1) applicant actions on

previous inspection findings, (2) design modification process issues, (3) plant

tours, and (4) plant status.

Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors. The inspection findings are

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

One unresolved item is identified in paragraph 3 of the enclosed inspection

report.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
