Gentlemen:

This refers to the routine safeguards inspection conducted by Mr. J. L. Belanger

and Ms. G. M. Christoffer of this office on July 28, 1986 through August 1,

1986, of activities at LaSalle County Station, Units 1 and 2, authorized by

NRC Operating Licenses No. NPF-11 and No. NPF-18, and to the discussion of our

findi'gs with Mr. G. J. Diederich and other members of your staff at the

conclusion of the inspection.

The results of this inspection were also

discussed on August 14, 1986 during a management meeting between Messrs.

B. Saunders and T. Borzym and others of your staff and Messrs. J. Belanger,

G. Pirtle, and J. Wiebe of the NRC Region III staff.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in

noncompliance with NRC requirements, as specified in the enclosed Notice.

A written response is required.

The inspection revealed that you did not adequately protect the vital area

barrier system which could have allowed access into the vital areas of the

LaSalle facility.

These violations reflect a systematic failure in fully

implementing and maintaining in effect the provisions of your NRC-approved

Physical Security Plan.

Of significant concern is the fact that the event

involved faulty judgment on the part of an experienced security officer

during the performance of compensatory measures for a failed alarm system

which precluded the initiation of corrective measure, and as a result, a

second violation occurred.

We are also concerned about the lack of security

awareness on the part of station employees regarding the designation of vital

and access control doors at the LaSalle facility, and the miscommunication

between station personnel and the security organization regarding the posting

of vital area doors during security computer outages.

Areas examined during this inspection concern a subject matter which is

exempt from disclosure according to Section 73.21(c)(2) of the NRC's " Rules

of Practice," Part 73, Title 10, Code of Federal Regulations.

This

information must be handled and protected in accordance with the provisions

of 10 CFR 73.21.

Consequently, the enclosure to this letter, our report of

identified in the enclosure should be submitted as a separate enclosure to

your transmittal letter in the manner prescribed.

The responses directed by this letter (and the accompanying, Notice) are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
