Gentlemen:

This refers to the reactive special safeguards inspection conducted by

Mr. B. Drouin of this office on June 23 through July 23, 1986, of activities

at the Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-39 and No. DPR-48 and to the discussion of our findings with

Mr. G. Pliml and other members of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. You will be notified by separate correspondence of our

decision regarding enforcerrent actions based on the findings of this inspection.

No written response is required until you are notified of the proposed

enforcement action. The inspection showed that action had been taken to correct

the identified violation and to prevent recurrence.

Our understanding of your

corrective actions is described in Section 3 of the enclosed inspection report.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequently, our report of

this inspection will not be placed in the NRC Public Document Room.
