This refers to the safety inspection conducted by Mr. M. A. Kunowski of this office on August 4 through 6, 1986, of the University's activities involving the source material obtained under NRC Source Material License No. SUB-231 which expired on May 31, 1984, and of activities authorized by NRC Material Licenses No. 48-02931-06 and SNM-1039 and to the discussion of our findings with you and Reverend Thaddeus Burch, Dr. Bela Piacsek, and Ms. Lois Fenner of your staff at the conclusion of the inspection.

The inspection was an examination of activities conducted under your licenses as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection j consisted of a selective examination of procedures and representative records, 1 observations, independent measurements, and interviews with personnel.

In addition to the above areas, the inspector examined actions described in your letter received on January 4, 1982, regarding apparent violations found during our inspection conducted on September 25, 28, and October 7, 1981. We have no further questions regarding these matters.

At the conclusion of the inspection, our inspector expressed concern about the adequacy of the radiation safety training for your custodial staff. As an example, the inspector mentioned the incident of June 9,1986, when a

custodian mistakenly disposed of properly-labelled radioactive trash in a j container for non-radioactive trash. In your reply, please describe the i training that will be given to all custodians who work in areas where i

radioactive material is used.

1 In addition,~ from our discussion with you at the conclusion of the inspection and with Dr. Piacsek on August 11, 1986, it appears that the University is

, arranging for the transfer of the uranium obtained under the now expired SUB-231 license. In your reply to Item 5 of the enclosed Notice, please describe the status of these arrangements.

I During this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice. A written response j is required.
