Dear Mr. Carrington:
In accordance with the above reference, INEL has been providing technical assistance to the Nuclear Regulatory Commission, Office of Nuclear Reactor Regulation for the evaluation of plant specific licensing actions.
This report addres,ses EG&G Idaho's technical eval'uation of proposed changes to Technical Specification 3.11 and 4.11 concerning operation of the Fuel Pool Charcoal' Filter Systems for the R. E. Ginna Nuclear Power Plant (Docket No. 50-244, Tac No. 60036). The specification change i
proposed net using the spent fuel pit charcoal adsorber system whenever irradiated fuel, moved in the fuel pit, was older than 60 days post-irridiation. The conclusion is that the Technical Specification change would not involve a significant change in the type or magnitude of k[2hCK05000244 66 860819 P

In addition, the change involves no significant hazards considerations for the purposes of 10 CFR 100.
Transmittal of this report completes the work scope of Task 4-5.
