This letter documents Georgia Power Company's (GPC's) request and the NRC's agreement on March 6, 1987 to revise the VEGP Unit 1 Technical Specification 4.7.7.

The specific revision increases the required flow rate of the Piping Penetration Area Filtration and Exhaust System from 13,600 cfm +20%, -0% to 15,500 cfm +10% to reflect the results of pre-operational testing.

System operatTon at the higher flow rate has been evaluated and found acceptable.

Because this Technical Specification change is needed to allow advancement to Operating Mode 2, scheduled for the weekend of March 7,

1987, GPC requested advanced approval of the change in a March 6,1987 conference call to NRC Region II and NRR personnel. A request for a permanent change to the Technical Specifications has been made in a separate letter.-

The change request was necessitated by a higher flow rate than that originally estimated to meet system performance criteria.

The schedule for development of the VEGP Unit 1 Technical Specifications required that flow rates for ESF filter systems be incorporated prior to the completion of pre-operational testing.

As stated in our Technical Specification certification letter dated January 13, 1987, these flow rates could require updating as flow balancing was completed.

The pre-operational testing of the Piping Penetration Area Filtration and Exhaust System resulted in a flow rate above the range specified in Technical Specification 4.7.7.

An evaluation of system operation at the higher flow rate showed that the safety design bases of the system would be met, i.e., the proposed flow rate of 15,500 cfm is less than the original design flow of 16,000 cfm for the filter, hence the residence time for iodine removal meets or exceeds Regulatory Guide 1.52 specifications.

The probability or consequences'

'of an accident or malfunction analyzed in the FSAR are not increased because temperature control and limitation of radioactive release are not degraded.

The possibility of an accident or malfunction of a different type than any. analyzed in the FSAR is not created because no new operating' configurations or failure modes are introduced.

The margin of safet;y as defined in the basis of any Technical Specification is not reduced because the safety. functions of the system are still performed.
