In Reference (c), we committed to performipg a final human' factors review of the cor. trol room furnishing and storage of protective and emecgency equipment.

In Reference (b) we had also committed to perform a final review of the control room for glare. These reviews have been com-pleted.

Enclosed please find the prioritized Human Engineering Deficiencies (HEDs) discovared durind thase reviews.

Notwithstanding the priorities established by the NM review team, the HED resolutions identified in the enclosure for control room' furnishings and storage of protective and emergency equipment will be completed prior to initial criticality.

1.

Procedure storage shelves are very crowded, making it difficult to store and order the books.

There appears to be uncecessary manuals on the shelves taking up space.

Recommendation:

Review the books on the shelves and remove those that are not necessary'for operations. Revise shelves to more adequately store the remaining books. Priority 2A 2.

The procedure recognition method is noE in effect at this time due to the reany additions and changes in procedures.

Recommendation:

4 The method should be impleme'nted. Priority 2A 3.

At the STA Station, the NRC telephone is currently on the desk, not mounted on the console.

i Recommendation:

Mount the NRC phone on the console. Priority 3C 4.

At the STA Station, the telephone and E-Plan paging system needs labels to show operation.

Recommendation:

Add permanent, clarifying labels.

Priority 3C 5.

At the STA Station, the Plant Emergency Alarm is a key-lock switch. The key is stored elsewhere and could be misplaced.

Recommendation:

I Either leave the key in the lock, or remove the key-lock.

The locking mechanism is not necessary because there is a guard over all the switches. Priority 3C 6.

During the E-Plan, the Control Room communicator has to walk back and forth to the Unit Shif t Supervisor's desk to use a Gaitronics phone with override capability.

Recommendation:

4 Add a Gaitronics phone with override to the STA Station to avoid this. Priority 3C i

Emergency keys should be uniquely identified to allow quick identification.

Recommendatio,n:

Develop a method of uniquely identifying emerge,ncy keys.

8.

Loggers 1 through 5 have two problems with the covers.

The covers are so low that paper bunches'up in them, then the ratchet drive begins to chew the paper up and print over the paper in the logger.

Additionally, the loggers cannot be read without lifting the covera out of the way.

Recommendation:

Change the covers to one similar to that used for the ERF Work Station Printer which does not have this problem. Priority 3C 9.

There are cabinets along the wall' behind the A and B rear sec-tions of the Control Board. They are too close'to the controls /

indicators on the board, and could reset by someone inaavertently bumping switch.

1 Recommendation:

Remove the cabinets.

Priority 3C 10.

The Control Building Fire Alarm is so loud that it overpowers all other audible alarms in the Control Room.

This alarm is duplicated in the fire alarm panel.

Recommendation:

Disconnect the Klaxon Alarms in Control Room, leaving the connection to the fire alarm panel. Priority 3C 1-VI.C.C Protective and Emergency Equipment Storage 1.

The Emergency Gear Storage Room is crowded with gear. that should not be there.

Recommendations Remove the unnecessary equipment, i.e.,

Bisco sealant machine, tool kits, pumps, print rack, cleaning equipment.

The RSS headsets and cabinets should be stored near the RSS Panel area.

, Recommendation:

Move the RSS headsets and cabinets down to the.RSS Panel.

Priority 2A 3.

Flash lights,are dif ficult to find and to remove from their charging assemblies.

Recommendation:

Mount the flash lights so that they can be easily removed from the charging assemblies. Priority 3C VI.D.D Glare

STA Station i

The CRT display has glare that results frbs the three.

lighting fixtures mounted directly behind the STA station.

It does not prevent the operator fron reading the displays, but it forces him to continually move in order to read the displays.

Recommendation:

- Remount the CRT to reduce the angle with the vertical plane to reduce the glare.

Or remove lights from the lighting fixtures to reduce the glare. Priority 3C r

2.

Turbine Panel (MCB Section FF1)'

The top two rows of indicators have significant glare that interferes with reading these indicators.

Recommendation:

Provide a small hood over the top two rows of indicators or install anti-glare glass. Priority 3C
