ANNUAL REPORT REGARDING THE PERIODIC LEAK REDUCTION PROGRAM TESTS (T.S . 6. 9.1.B. 3) .

Table I of this memorandum summarizes the results of the Leakage Reduction Program tests and inspections by procedure number that were performed between January 1 and December 31, 1986. Component identification of those components found to be leaking and the type repair (if required) are included in Table I. Leaking components were repaired and retested such that the leakage was reduced from as found.

NOTE:

In the 1985 Leakage Reduction Program Report, the last procedure number listed in Table 1 should have read 1303-11.50.

Note 1: Not performed in 1986 since required performance is once each refueling interval. Past performance occurred -in 1985, and since.the 6R refueling which began in late 1986 was scheduled to last into early 1987, this surveillance was scheduled for performance during the 6R Refueling interval in early 1987.

Next year's Annual report will include these 1987 results.

Note 2: A complete round of tests for.this surveillance was performed in 1986. However, the exact performance of tests occurred on different dates during the 1986 calendar year. . Repairs were initiated on the following components due to higher than desirable leakage. .

1. CA-V5A - Stem packing leakage repair.
2. RB-V7 - Stem packing leakage repair.
3. IC-V3 - Extensive seat / wedge work.
4. CA-V189 - Lubricated stem - retest.

Note that per TMI-l Technical Specification 4.4.1, total local leakage less than 104,846 SCCM is considered acceptable.

- Note 3: "As Left" tests were not performed during 1386. Plant conditions during the 6R Outage in 1986 did not permit or make it practical to align and operate the Make-Up and Purification System solely for the purposes of repeating the applicable testing. Suitable repair work and applicable retests will be completed in-1987 prior to return of TMI-1 to power operation following the 6R Outage.

Note 4: The 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> site boundary and 30 day low population zone offsite dose considerations were not limiting conditions for acceptable leakage criteria in 1986. All "as-found" or "as-left" leakage recorded did not significantly increase the magnitude of either on or off-site releases during 1986.

ATTACHMENT VI Technical Specification Section 6.17 requires reporting of " Major Changes to Radioactive Waste Treatment Systems." Major changes are interpreted to mean changes that would change how the system functions or changes the predicted releases that were previously analyzed.

Based on the above, no miljor changes were made during 1986.
