< This refers to.the Systematic Assessment of Licensee. Performance (SALP) Board

'

. Report of the South Texas Project, Units 1 and 2 (STP), Construction

Permits CPPR-128 and 129. The SALP Board met on February 12,,1987, to evaluate

the performance-of the subject facility for .the period July'1,1985, .through'

December 31, 1986. The performance ~ analyses and resulting evaluation are

documented in the enclosed _SALP Board Report.

The performance of=your facility was evaluated in the selected functional areas

identified in Section IV of toe enclosed SALP Board Report.

- Your overall. performance at STP_has been satisfactory. The SALP Board noted a

'

significant strength of your organization in the apparent overall commitment of

HL&P management to comp 1_ete construction and subsequently operate a safe plant.

One example of this commitment'is your Fitness For Duty Program which

effectively promotes a drug free work environment at the STP site. Other areas

that indicate a high level of performance include your construction activities

associated with containment, safety-related structures, and major steel

supports; auxiliary- systems; and the training and qualification activities

associated with your preparations for reactor operation.

An area needing improvement is emergency preparedness. NRC inspections at the

end of the SALP period indicate insufficient progress in your readiness to

handle emergencies. Meetings and discussions held subsequent to the SALP

period indicate that you are aggressively responding to the NRC findings and

plan to be ready for the graded emergency exercise which is scheduled for

- April 1987.

Your continued attention to improve your corrective action system and the

coordination between construction, startup and operations organizations as

plant testing continues is recommended.

Any comments you may have regarding our evaluation of the performance of your

facility should be submitted to this office within 30 days of issue of the
