NOMINATIONS OF CANDIDATES FOR INCIDENT INVESTIGATION TEAMS On October 16, 1985, the Comission approved the Incident Investigation Program (IIP), as described in SECY-85-208, to improve the existing program for the investigation of significant operational events. Selected significant events will be-investigated by an Incident Investigation Team (IIT) consisting of an SES-level team leader and senior-level team members who possess the expertise required to establish a factual record of the circumstances surrounding the event and to assess the probable cause(s). In addition, a selected number of other events of less safety significance will be investigated by an Augmented Investigation Team (AIT) which includes headquarters personnel to complement regional expertise.

The purpose of this memorandum is to develop p who are highly qualified to perform the import,ersonnel rosters ant functions of IITofleaders staff members and expert members. A roster of team leaders and a roster of expert members will be established from which the IIT members may be chosen in a timely manner.

Personnel may also be selected from these rosters to participate in an AIT.

It would be desirable to have a roster of highly trained investigators in all areas of expertise. However, due to time and budgetary constraints, nominations of staff members should be limited to those broad areas of expertise identified in Enclosure 1.

Please note that the IIP Program Plan indicated that personnel rosters will be developed for response to non-reactor events in the near future. Thus, in addition to updating the enclosed rosters, future rosters will include members with nuclear material safety and safeguards expertise.

Enclosure 2 contains a list of representative staff members who have been -

identified as possessing the leadership and technical abilities to be IIT mem-bers. Staff members from previous IITs have not been included in this listing since their qualifications are already known. Other staff members may also be highly qualified and should be nominated by you. If there are individuals on the attached list who you believe do not meet the qualification criteria, or would not be available to serve on an IIT because of unavoidable circumstances, please propose substitute candidates whom you consider best qualified. The candidates will be contacted and background statements prepared highlighting their areas of expertise and prior regulatory activities.

The individuals selected from among the candidates will represent an elite group of incident investigators. They will receive about 2 man-weeks of specialized training in investigative techniques and methodology. If selected for an IIT, they will report directly to me and will be relieved from existing duties for the duration of the investigation (about 6 weeks).

Please review the attached list with regard to individuals within your office and either endorse this nomination or propose other highly qualified candidates.

Your listing of candidates should be forwarded to Jack Heltemes, who is admin-istering the IIP, by March 10, 1986. Please note that until the personnel rosters have been finalized, the attached list should be considered preliminary and should not be distributed beyond your senior managers.

- SES-level employee

- Demonstratedabijitiesinproblemsolvingandmeetingschedules.

- Broad know'edga c. a fange of engineering disciplines that is sufficient to understand nucl6ar technology, operating safety practices and procedures related to operational events.

- Ability to manage and direct a senior, multi-disciplined investigative team of technical experts from various NRC offices and from the nuclear industry.

- Ability to write and present in a clear, concise, and candid manner the results of the IIT activities to diverse groups (e.g., the Commission, ACRS,newsmedia).

Expert Members

- Special expertise in one or more of the several disciplines represented in nuclear power plant design and operation. Areas of special expertise include, but are not-limited to: human factors, reactor systems, instru-mentation and control, electrical systems, radiological / health physics, and operations.

- Broad understanding of reactor systems and safety.

- Demonstrated ability to solve problems and produce an acceptable analysis within a demanding schedule.

- Denonstrated ability to write clear and complete reports of complex technical issues. Must have demonstrated the ability to prepare such reports quickly and independently, with a minimum of supervision.

- Demonstrated ability to analyze and evaluate large quantities of complex and diverse technical data in a short period of time. '
