However, we are concerned with the tone of your letter and your comments on our July 3,1986 letter that indicate you do not yet fully appreciate the significance we placed on Detroit Edison's interactions with the NRC following the rod pull error. The positions you have taken in your letter indicate a lack of full understanding of the actions we took.
