This refers to the routine and reactive safety inspection conducted by M. L.

McCormick-Barger and others of this office, and D. A. Beckman, W. E. Gunther,

and W. Shier (NRC Consultants) on October 18 - November 14, 1986, of activities

at Byron Station Units 1 and 2, authorized by NRC Operating License Nos. NPF-37

and No. NPF-60 and to the discussion of our findings with Mr. R. Ward and others

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

,of NRC requirements, as specified in the enclosed Notice. A written response

is required. Since the issue addressed in Violation No. 2 of the enclosed

Notice appears to be applicable to Braidwood Unit 1, your response should also

address corrective actions necessary for Braidwood Unit 1.

Regarding the unresolved item described in Paragraph 3e of the report

(455/86041-08), this matter will be reviewed further by us during a subsequent

inspection to detemine if escalated enforcement action is appropriate. You

will be notified of our determination in a subsequent inspection report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter.will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accostpanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, FL 96-511.
