HISTORIC PRESERVATION REVIEW RELATED TO LICENSE EXTENSION REQUEST FOR POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 The Advisory Council on Historic Preservation published in the Federal Register on September 2, 1986 (51 FR 31115), revisions to the regulations that implement Section 106 of the National Historic Preservation Act as set forth in 36 CFR Part 800. These revisions became effective October 1, 1986.
We have reviewed your application dated June 28, 1985 requesting extension of the expiration dates of Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant Units 1 and 2 with regard to the revised regulations. We have determined that approving the requested extension would have no significant impact on historic properties.
The staff has consulted with the State Historic Preservation Officer (SHP0) of Wisconsin, Mr. Richard Dexter. The staff has also reviewed the Final Environmental Statement (FES) for the Point Beach Nuclear Plant Units 1 and 2 dated May 1972. The FES identified no known historical significance with respect to the Point Beach site nor did it identify any nearby national historic sites. Our consultation with the Wisconsin SHP0 has verified that although there have been a few new historic sites identified since the time of the original licensing review, the requested extension would not impact these or previously identified historic properties. We, therefore, conclude that the requirements of Section 106 of the National Historic Preservation Act as set forth in 36 CFR Part 800 have been met with respect to this action.
