Completion of Requirements of Order Modifying License
(Inspection Report No. 50-247/86-17)
On September 27, 1984, an Order Modifying License was issued to Consolidated
Edison Company of New York which required the submittal to the NRC, for review
and approval, of (1) an action plan for upgrading the radiological controls
program at Indian Point Nuclear Generating Station Unit 2, (2) specific interim
actions while the program was being developed and implemented, and (3) a
charter for a Senior Oversight Committee to monitor the upgrade. Your sub-
mittals of November 21, 1984, February 5,1985 and February 15, 1985 in re-
sponse to the Order were reviewed, and approved in my letter dated April 12,
1985.

We have been continually monitoring your progress in upgrading the Radiological
Controls program, and have most recently performed a special Health Physics
Appraisal inspection during the week of June 16, 1986. Based on the results of
this Appraisal (Reference enclosed Report 50-247/86-17) and the previous in-
spections, we have determined that your implementation of the action plan was
thorough and complete, and all terms of the order have been satisfactorily
completed.
