SAFETY EVALUATION REPORT - PRESERVICE INSPECTION PROGRAM The staff has reviewed your submittals of May 12, and November 19, 1986 regarding Revision 4 of the River Bend Station Preservice Inspection Program and Relief Request R 0012 (A to E) from certain requirements of the ASME Boiler and Pressure Vessel Code Section XI.

Based on the staff review and evaluation, the staff concludes that the public interest is not served by imposing certain provisions of the ASME Code that have been determined to be impractical. On the basis of granting relief from these preservice examination requirements, the staff concludes that the Pre-service Inspection program is in compliance with 10 CFR 50.55a(g)(3).

Enclosed is a Supplemental Safety Evaluation Report to Section 5.2.4 of the SER (attachment 1) and our technical evaluation of your relief request (attachment 2).
