ALLEGED INTIM E 71GN OF BROWN & ROOT, INC. STRUCTURAL WELDING CREWS (4-E4-012)
The enclosed report of investigation was cenducted by the Office of Investigations (01) in response to an allegation that a Brown & Root, Inc.
ironworker superintendent was intimidating structural alding crews.
Inquiries substantiated that on one occasion the superintendent ordered the ironworker crew to chip concrete, which had the potential of adversely affecting welding being performed 1.n the same area.
However, interviewees were unaware of the alleger or other ironworkers being threatened with terair.ation if they disobeyed the order (as claimed by the alleger).
Nc information was developed to indicate that deficient welds resulted frcr this incideat.
The investigation also confirmed that the superintender,t threater.ed to
termir. ate subordinates who did not meet a daily quota on welds which he hac arbitrarily established.
Inquiries revealed the ceficient welcs, whicr.
reportedly resulted from the increased predaction pressure, were identified and rejected by quality control inspectors, and subsequently reworked.
Eight of the fifteen individuals interviewed attested to the superintencent's reputation for intimidation and threats to terminate craft personnel whc cid not work to his satisfaction.
However, except as reported above, no infor-mation was surfaced to indicate that deficient conditions resulted from the superintendent's harassment and intimidation, or that craft personnel were unable to properly perform their duties.
The superintendent denied recollection of the concrete chipping incident and stated he did not institute a specific daily quota for welders.
However, he acknowledged warning subordinates that " corrective action" would be initiated against low producers, and he conceded he was referring to termination.
Neither this report nor memorandum may be released outside 'the NRC'without the permission of the Director, 01.
Internal NRC access and dissemination nust be on a need and right to know basis.
