SOUTH TEXAS PROJECT (STP) ENGINEERING ASSURANCE PROGRAM (EAP)

INSPECTION REPORTS 50-498/86-42, 50-499/86-42

Dear Mr. Goldberg:

This letter conveys the results and conclusions of NRC's evaluation of corrective

actions associated with the following Stone and Webster Engineering Corporation

(SWEC) EAP Independent Technical Assessment Tasks: 84-4, Separation and Fire

Protection Criteria; 85-4, High Energy Line Break Analysis; 85-5, Class 1 Piping

Stress Analysis, and 86-1, Field Walkdown. .The inspection was conducted by a

team of personnel from the NRC's Office of Inspection and Enforcement and con-

sultants at the offices of Bechtel Energy Corporation (BEC), Houston, Texas, and

at the STP job site.

Based upon our inspection, it was concluded that Tasks 84-4, 85-4, 85-5 and

86-1 had been acceptably completed subject to the resolution of the NRC's

comments, as described in the enclosed report.

We wish to bring one issue to your attention that is not covered in the

inspection report. This issue, involving the support of electrical cables

in vertical raceways is currently being reviewed by the NRC staff. The issue

is whether plastic cable ties, used to secure electrical cables to vertical

4ble trays, can be relied on to provide support during a seismic event.

Discussion with BEC indicates that the method for support of electrical cables

in vertical raceways is essentially the same on the South Texas Project as on

Vogtle (the project on which the concern was identified). This issue has been

referred to NRR for resolution.
