SUBJECT:
APPROVAL OF NRC FORM 187 FOR ARCHIVAL MATERIAL STORAGE FACILITY AND SERVICES The enclosed signed NRC form 187 is returned for your inclusion in appropriate contract documents.
It is recorr. ended that the following language or language similar in nature be included in the contract documents:
Ferformance under the contract will involve storage of classified information (Secret National Security Information) requiring a Secret facility clearance and "L" personnel security ' clearances.
Facility and personnel security clearances shall be processed and granted in accordance with NRC Manual Chapter 2101 and its appendices.
The contractor shall submit to the U.S. Nuclear Regulatory Commission, Division of Security, k'ashington, D.C. 20555 within thirty (30) calendar days following contract award, completed Personnel Security Questionnaire Packets for all personnel requiring security clearance.
Those personnel shall be identified at the time of contract award.
The contractor's facility security plan, prepared in accordance with NRC Manual Chapter 2101 and its appendices, shall be submitted to the NRC Division of Security not later than forty-five (45) calendar days following contract award.
It is the contr6ctor's duty to safeguard classified information and sensitive unclassified information.
The contractor shall, in accordance with the Commission's security regulations and requirements, be respon-sible for safeguarding this information and protecting against sabotage, espionage, lo.ss and theft, the information in the contractor's possession in connection with the performance of work under this contract.
Except as otherwise expressly provided in this contract, the contractor shall, upon completion or termination of this contract, transmit to the Commission any classified information or sensitive unclassified information in the possession of the contractor or any person under the contractor's control in connection with performance of this contract.
The contractor agrees to cer. form to all security regulations and require-ments of the Commission.

It is our experience that at least 75 days are required for grant of personnel security clearances following our receipt of properly completed personnel' security packets.
It is requested that we be promptly notified upon selection of a contractor for this task in order for us to process the necessary fac' lity and personnel i
security clearances. Accordingly, no classified information should be provided to the selected contractor until specific approval has been granted by this office.
Finally, due to the nature of this interest, the sponsori.ng office, TIDC, must take special precaution to assure, when this contract is awarded-that information classsified only as high as Secret National Security Infor-mation is stored at the contractor facility; no Secret Restricted Data.

i 50W - Archival Material Storage Facility and Services Background - Since 1981, the Nuclear Regulatory Coninission has stored its archival materials in separate facilities. Microfonns are kept in an environmental facility in Columbia, Maryland.
Paper materials are stored in various offices buildings in the metropolitan area. This situation makes it difficult to exercise proper con-trol over archival material. This statement of work will accomplish a consolida-tion of archival material.
The newly orgaked National Archives and Records Administration (NARA) requires that permanent records and archival material be preserved and protected in3efinitely.
Requirements - The requirenents for the Archival Material Storage Area is to be broken into the following types.
o Environmentally controlled vault area o
environmentally protected area o
environmentally controlled areafor classified infonnation o
staging, inspection, and work area o
pick up and delivery services for archival material 1.
Enviionmentilly Controlled Area: The NRC requires environmentally controlled storage for various material to include:
a.
Microfiche - Silver and non-silver b.
Aperture Cards - Silver and non-silver c.
Color and Black and White negatives up to 4' by 6' in size d.
Roll film e.
Magnetic tape ( ADP type)
f.
Magnetic tape (audio type - reel and cassette) 9 Floppy disks h.
Optical disks i.
Miscellaneous other types of archival material, e.g., models, photo-graphs, other physical evidence Materials will be stored in/on NRC provided cabinets or shelves or on contractor provided racks in the case of ADP tapes.
The environmentally controlled storage area must confonn to the following standards and specifications.

ANSI PHl.43 - (Current Issue) t 2.
NFPA 232 - (Current Issue) 3.
36 CFR 1230.20 2.
Environmentally Protected Area: The NRC requires an environmentally protected area for the storage of hard copy archival records. This-Nter.ial for the nost part is stored in records holding boxes, approximately 15" x 12" x 101/2".
The NRC will provide shelving to hold these boxes. The area must be scaled off from access by either a locked cage or some other way to limit access to authorized NRC personnel.
Any area must meet the conditions as defined in 36 CFP, Subpart J 1228.222 (old 41 CFR 101-11.412.2).
It should be noted that either Halon or water sprinklers will be considered acceptable by the NRC for this archival material area.

Environmentally Controlled Area for Classified Information: The contractor will be required to meet the requirements of the NRC Division of' Security to be able to store NRC classified materials.

_ Staging, Inspection, and Work Area: The contractor will provide a separate room with locking door to serve as a staging, inspection, and work area.
This room should be located in close proximity to the other storage areas and should contain as a minimum:

Power Quantity Requirements - The following reprbsent the amount of space required for each of the areas.

The staging, inspection work area shall be no smaller than 10 ft x 10 f t.
Other Requirements - The contractor will be required to provide pick-up and delivery services for archival materials fran Washington, D.C.; Silver Spring; Rockville; and, Bethesda to the archival material storage facility. As many as 200 round trips may be required per year. An environmentally controlled truck may be required for transporting some of the archival raterial.
Duration - The duration of this contract shall be 2 years with 1 option year to be renewed sperately.
