REPORT NO. 50-416/86-35 AND 50-417/86-05
The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed
its periodic evaluation of the performance of your Grand Gulf facility. This
facility was evaluated for the period May 1, 1985 through October 31, 1986.

Although, System Energy Resources, Inc. has received authorization for the
l
transfer of control and performance of licensed activities from Mississippi Power
-
and Light Company (MP&L), the SALP Report references MP&L because during the
'
assessment period, MP&L had the responsibility.
The results of the evaluation
are documented in the enclosed SALP Board Report. This report will be discussed
with you at the Grand Gulf facility on January 22, 1987, at 9:00 a.m.
The performance of your Grand Gulf Unit 1 facility was evaluated in the
functional areas of plant operations, radiological controls, maintenance,
surveillance, fire protection, emergency preparedness, security,
outages,
training, quality programs and administrative controls affecting quality, and
licensing activities.
Unit 2 was not evaluated in this report because of the
inactivity of construction activities.
The level of performance of your Grand Gulf facility has continued to improve.
Strengths were noted by the SALP Board in the areas of radiological controls,
security and outages.
In addition, improvements from Category 3 to Category 2
ratings were noted in Emergency Preparedness, licensing Activities, Training and
Quality Programs and Administrative Controls af fecting quality. The reorganiza-
tion of your staff and the attitude of your staff has shown a marked increase
posture towards nuclear safety. This is reflectec in the fact that no Category 3
ratings were issued.
It is also encouraging to see that your first rating in
outages received a Category 1 rating.
Any comments you have concernit:g our evaluation performance of your facility
should be submitted to this office within 30 days following the date of our
meeting at your Grand Gulf facility.
Your comments (if any), a summary of our
January 22, 1987 meeting, anj my disposition of your comments will be issued as
an appendix to the enclosed SALP Board Repo t.
