Dear Mr. White:
BHayes,01 NGrace,RII By letter dated November 20, 1985, you requested a temporary exemption to Appendix J requirements for Browns Ferry Unit 2 for one fuel cycle.
Spe-cifically, you requested an exemption from Type B and C testing of several small vent and drain valves, a flange, and the Reactor Building Closed Cooling Water System valves. At the time of your submittal, the projected startup of Unit 2 was to be within several months.
In recent discussions with your staff, we understand that the exemptions will still be needed because of the long lead times on delivery of the testable valves. Please supplement your request to address which of the "special circumstances" in Section 50.12(a)(2)(1) thru (vi) are present as required by the revised 10 CFR 50.12(a) published December 12, 1985 (50 FR 50764).
Your November 20, 1985, request indicated that the necessary modifications to allow testing of the valves could not be completed without impacting the outage schedule considering the time required for preparing engineering design packages, material procurement and installation.
In your response, please elaborate on this, justifying specifically by indicating dates for the modifications to allow testing vis a vis scheduled startup at Unit 2, and the potential impact on the current outage if the exemptions were not granted.
