REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE Re:
Haddam Neck Plant By letter dated June 13, 1986, Connecticut Yankee Atomic Power Company (CYAPC0) submitted 40 copies of a report entitled:
"Haddam Neck Plant, Integrated Safety Assessment Program, Summaries of Public Safety Impact Model Project Analyses" This report provided the summaries of Integrated Safety Assessment Program (ISAP) topics 1.27 and 2.06, which included draft documentation of your Public Safety Impact Model (PSIM).
You have requested that the PSIM material be withheld from public disclosure pursuant to 10 CFR 2.790.
The PSIM represents a portion of Northeast Utilities Service Company's (NUSCO) extensive development effort regarding a process by which NUSCO plans to evaluate proposed plant improvement projects. This information is customarily held in confidence and to the best of NUSCO's knowledge and belief, is not available in public sources. NUSCO contends that release of this information would allow a competitor to avoid the expense of development and approval for a similar process.
We have reviewed the submittal and supporting affidayit based on the requirements and criteria of 10 CFR 2.790, and on the basis of NUSCO's statements have detennined that the submitted information sought to be withheld contains proprietary commercial information.
It is our belief, pursuant to 10 CFR 2.790(b)(4) and Section 103(b) of the

l Atomic Energy Act of 1954, as amended, that, at this time, the right of the l
public to be fully apprised of the subject information does not outweigh the need to protect NUSCO's competitive position.
Accordingly, we have detennined that the information should be withheld from public disclosure. We, therefore, approve your request for withholding pursuant to 10 CFR 2.790 and are withholding the reports described above as proprietary.

If the need arises, we may send copies of this infonnation to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available for public inspection, you should promptly notify the NRC.
You should also understand that the NRC may have cause to review this determination in the future should the scope of a Freedom of Information Act request includes your information.
In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
