Dear Mr. Springsteen:

The Nuclear Regulatory Connaission has received an application deced '

March 26,1975 (copy enclosed) from U. S. Nuclear. Inc. request.ing an amendment to export License No. XSNM-6902 That lic.ense was issuad,on -

January 6, 1975 authorizing the export of 20,759.65 grams of uranium on-riched in the isotope U-235 to 93.3 w/o. As of May 6, 1975 the licens4e had exported 11,180 grams of uranium pursuant to License No. XSNM' 506, -

which expired on January 1,1975. and License No. ISNH-690. The licensee w expects to ship the remaining material in May and June but firm schedules have not been established. The application dated March 26, 1975 resseste NI an amendment to authorise the export of an additional 25,713.50 grams of uranium to South Africa.

The Connaission is required by the Atomic Energy Act of 1954, as amended, to determine, before issuing such a license, whether the proposed exporte would be inimical to the conanon defense and security and whether the nport would be under the terms of an Agreement for Cooperation arranged pursuant to Section 123 of that Act. -

Before taking action on this license applicationi, we would appreciate receiving your views as to,whether the issuance of the license would be inimical to the common defense and security and whether the exports would fall within an Agreement for Cooperation between the United States and South Africa. '
