Dear Mr. Denton:
South Carolina Electric & Gas Company hereby requests a revision to section 4.6.2.3 " Reactor Building Cooling System--Surveillance Requirements." This change will allow increased flow margins in the Service Water System while maintaining design basis accident requirements.
Attachment I contains a description of the proposed amendment along with the proposed amended page. Attachment II provides the results of an analysis, pursuant to 10CFR50.91, which concludes that the proposed changes do not involve a significant hazards cor; sideration. The requested changes will be implemented upon NRC approval and after the modification is completed.
These changes have been reviewed and approved by the Plant Safety Review l
Committee and the Nuclear Safety Review Committee. A check in the amount of l
one hundred fifty dollars ($150.00) is enclosed for processing this change.

Attachment I Page 1 of 4 DESCRIPTION OF AMENDMENT REQUEST The proposed amendment, as shown on pages 2, 3 and 4 of this attachment, modify Technical Specification 4.6.2.3 " Reactor Building Cooling System" and the associated bases to reflect a flow requirement of 2,000 GPM per operating Reactor Building Cooling Unit (RBCU) instead of 4,000 GPM per train as currently listed in Technical Specifications. The proposed change would allow continued operation at lower indicated service water booster pump flow rates due to automatic closure of the outlet valves on the non-operating RBCU's while ensuring that the required flow rate to the single operating RBCU in each train is met.
Additionally, this proposed amendment relates to South Carolina Electric &
Gas Company's submittal on " Engineered Safety Features Response Time" dated 12/12/86. Therefore, we also propose to amend Insert 2 of Attachment I of that 12/12/86 letter as follows:
As shown on pages 3 and 4, change the sentence "The accident analysis requires the service water booster pump to be passing 4,000 GPM to both RBCU's within 86.5 seconds" to read "The accident analysis requires the service water booster pump to be passing 2,000 GPM to each selected RBCU within 86.5 seconds."
