.4 ENCLOSURE 1 j NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-327 and 50-328 Sequoyah Units 1 and 2 License Nos. DPR-77 and DPR-79 During an NRC inspection of December 1-5, 1986, violations of NRC requirements were identified. The violations involved the failure to comply with NRC fire protection requirements. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the particular violations are set forth below:

A. Technical Specification 6.2.2.f requires that a fire brigade of at least five members be maintained onsite at all times.

Contrary to the above, Technical Specification 6.2.2.f was not met in that a total of five qualified members of the fire brigade were not assigned to _

the Group 5 fire brigade shift on August 29, 1986, and the Group 4 fire brigade shift on October 14, 1986.

This is a Severity Level IV Violation (Supplement I).

B. Technical Specification 3.7.12 requires that all fire barrier penetrations in fire zone boundaries protecting safety related areas shall be functional at all times.

Contrary to the above, Technical Specification 3.7.12 was not met in that on December 4,1986 fire damper 2-31C-926 separating the 125V vital Battery Board Room IV from 6.9Kv Shutdown Board Room B was found inoperable and the required limiting condition for operation had not been established.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Tennessee Valley Authority is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason.for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.

Tennessee Valley Authority 2 Docket Nos. 50-327 and 50-328 Sequoyah Units 1 and 2 License Nos. OPR-77 and DPR-79 Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
